"This meets the UK's longstanding commitment to trigger Article 50 by the end of March 2017", Davis said.

Downing Street expects that in the immediate aftermath of triggering Article 50, the remaining 27 European Union member states will agree terms and give an initial response within 48 hours.

But with eight days to go before article 50 is triggered, it was always going to be highly unlikely that anything is given away at this late stage.

Once those are in place, giving a negotiating mandate to the EU executive, the European Commission, chief EU negotiator Michel Barnier should be able to schedule talks with his British counterpart, Brexit Secretary David Davis. Mike Russell said he only found out the Brexit process would formally get under way on March 29 when it was reported in the media. Scotland's nationalist first minister, Nicola Sturgeon, is seeking a referendum on independence within two years.

The prime minister has said that "now is not the time", and is expected to visit Scotland as part of a pre-Brexit tour of Britain that began on Monday in Wales and will also take in Northern Ireland.

In the referendum held on June 23 previous year, 52 percent of Britons voted to leave the European Union in a historic and surprise move.

Davis said Britain wants "a deal that works for every nation and region of the United Kingdom and indeed for all of Europe - a new, positive partnership between the United Kingdom and our friends and allies in the European Union".
