The probe is part of the FBI's counter-intelligence mission and is investigating the nature of any links between individuals associated with Donald Trump's presidential campaign and the Russian Government, Mr Comey said.
The investigation by the House Intelligence Committee, which has called Comey to testify this morning, has been besieged by charges by President Trump that former President Barack Obama ordered Trump Tower to be wiretapped, as well as questions about whether the Trump's presidential campaign colluded with Russians to sway the election.
Comey said the investigation will include an assessment of whether any crimes were committed.
House Democrats on the panel hammered away on reports of the Trump campaign's communications with Russian officials as well as the President's tweets alleging his predecessor wiretapped his phone.
The Justice Department's disclosure Friday that it had complied with congressional demands for information regarding Trump's wiretapping tweets could allow Comey to avoid questioning by simply saying that the lawmakers already have the information they requested.
"I'll give you a very simple answer: No", he said.
That's according to Rep. Mike Quigley, D-Ill., the only member from IL on the House Permanent Select Committee on Intelligence, which is holding its first hearing about Russia's role in the 2016 contest.

The Republican head of a congressional panel investigating accusations of Russia's interference in the 2016 United States election says a leak involving former Trump aide Michael Flynn was a crime and that the panel was probing whether other names were leaked.
The top two representatives on the committee said documents the Justice Department and Federal Bureau of Investigation delivered late last week offered no evidence that the Obama administration had wiretapped Trump Tower, the president's New York City headquarters.
"Was there a physical wiretap of Trump Tower? Big advantage in Electoral College & lost!" "James Clapper and others stated there is no evidence Potus colluded with Russian Federation".
Several congressional committees in both the House and the Senate have launched investigations into Russia's alleged interference.
House Intelligence Committee chairman Devin Nunes (R-Calif.) said in his opening statement that this hearing is meant to " the air regarding unsubstantiated media reports" by focusing on three things: the actions Russia took during the campaign, whether any political campaigns conspired with the Russians and who has leaked classified information to the press.
