Here in Dallas, only about 60 percent of the Meals on Wheels funding comes from donations. For those who believe Meals on Wheels is worthy of federal tax dollars, they should keep in mind that donations don't address the whole issue. "Help us defend these vital services today", the ad reads. Of the $7 million his organization spends annually on Meals for Wheels, $4 million comes from federal funds. "To think of a cut, any amount of cut is really risky". The program, which serves 2.4 million American senior citizens, tells CNN and the Washington Post that in one suburb, deliveries could be cut in half if the proposed elimination of the Community Development Block Grant (CDBG) program, which some states use in part to support Meals on Wheels, becomes reality.

In addition to the proposed Community Block Grant Program cuts, the Department of Health and Human Services could also see a 16.2 percent decrease in funding. "This budget would add insult to injury". The reports also claimed that White House budget director Mick Mulvaney had said during a press conference that Meals on Wheels "doesn't work". It's not directly targeted or even mentioned in Trump's initial budget. "No one wants to cut anything", told the CNN panel, "And I think that was the most revealing thing, as it often is, that we can not have a grown-up conversation about actually making priorities in government". Both Republican and Democratic legislators have promised to protect the Meals on Wheels program. It's another example of the phenomenon of "rage fundraising", where the anger and concerns of donors to progressive and anti-poverty causes threatened by President Trump's proposed policies and budget have brought about a fundraising boom.

"Meals on Wheels is a wonderful program", he said.
