UN strongly condemns North Korean missile launch after delay

Russia Slams Allegations of 'Blocking' of UNSC Press Statement on N Korea

Russian Federation on Wednesday blocked UN Security Council condemnation of North Korea's latest missile test even though China had backed the strongly-worded statement put forward by the United States, diplomats said.

The statement, which was tabled by the United States, would also tell North Korea not to conduct further nuclear tests.

The council also warned the North of "further significant measures, including sanctions".

Koro Bessho, Japan's ambassador to the United Nations, lauded the agreement. The ball is in their court.

"We did talk about wording; it took a little time", Bessho admitted.

Guterres singled out the countries "in the front line" of contacts with North Korea — the U.S., China, South Korea, Russia and Japan — and said everybody involved should "make sure that everything is done for the threat represented by the development in relation to missiles and in relation to the potential for nuclear capability not to become a threat to the worldwide community".

According to the office of the Russian envoy to the United Nations, there was indeed disagreement over the draft statement, because the USA had failed to mention "dialogue" as the path towards settling the conflict over the North Korean missile program.

It was the fifth time this year that the council has adopted a press statement on North Korea.

Moscow had blocked an earlier version of the statement - which comes after North Korea carried out a failed test on Sunday - even though China, Pyongyang's ally, had expressed its support for it. It is rare for council members to wrangle over standard language and the dispute came amid US and Russian tensions over Moscow's support for President Bashar al-Assad in Syria's civil war.

Russian Federation wanted to include language contained in a previous statement stressing the need to achieve a solution through dialogue, according to council diplomats.

"When we requested to restore the agreed language that was of political importance and expressed commitment to continue to work on the draft with the penholder, the USA delegation without providing any explanations canceled the work on the draft, claiming that is was Russia who had "blocked" the statement", the Russian statement read.

Previous statements "welcomed efforts by council members, as well as other states, to facilitate a peaceful and comprehensive solution through dialogue".

A US official expressed frustration at Russia's dragging out the process and asserted that condemnation should have been immediate.

"Everyone came together", U.S. Ambassador Nikki Haley told reporters.

"I think it's important that North Korea knows we're not trying to pick a fight, so don't try and give us one", she said.
