Albanian politicians postpone parliamentary vote to June 25

Albania postpones election by a week to June 25

TIRANA, Albania — Albania's political parties reached a compromise Thursday, postponing next month's parliamentary election by a week following intensive talks mediated by a senior US official.

The basis of the agreement is the package put together by MEP David McAllister who came as a negotiator of the European Union at the end of April, which was then pushed by US Deputy Assistant Secretary of State Hoyt Brian Ye during his own May 15 visit to Tirana.

On Monday Yee presented them a proposal based on the one formulated several weeks ago by European Parliament Foreign Affairs Committee Chair David McAllister, to which the Albanian prime minister's proposals were also added.

Albania will hold the general elections on June 25 according to an agreement reached between the two main political camps here to end the political impasse that lasted for over three months.

What was agreed in the meeting will be fleshed out in detail in the next 24 hours while lawyers from both parties will transcribe what was verbally agreed by the two leaders.

Previously efforts by European and USA officials had failed to convince the Democrats change their position that they would not take part in the June 18 parliamentary election, fearing Rama's Cabinet would manipulate the vote. U.S. Ambassador to Tirana Donald Lu was seen Wednesday going from Basha to Rama.

As part of the agreement, opposition representatives will also run the Central Electoral Commission and the office of Ombudsman.

Under the deal, Rama will carry on as prime minister but several ministers and deputy prime minister Niko Peleshi will be replaced by ministers nominated by the opposition in order to form a caretaker cabinet tasked with organising free and fair elections. The opposition parties had failed to register, vowing to boycott the polls.

Meanwhile, the Parliament will vote in extraordinary session on the vetting organs, the new members of the government, amendments to the penal code on vote trade, strengthening of the legal framework on funding of political parties and improved standards on coverage of electoral campaign on the media.
