Trump says special counsel appointment 'hurts our country'

But senators present at a closed-door meeting with Mr Rosenstein say the deputy attorney general knew about Mr Comey's impending dismissal the day before he wrote the memo.

That revelation came after almost the entire complement of the U.S. Senate attended a briefing with Deputy Attorney General Rod Rosenstein in a secure auditorium beneath the Capitol.

At a press conference later on Thursday, Trump said, "I respect the move but the entire thing is a witch hunt".

Durbin said there was frustration among some senators in the briefing because Rosenstein did not want to answer all their questions. Mr Comey is said to have declined, and only offered his "honesty". Mr Mueller will take over the FBI investigation.

Mueller is the man Rosenstein tapped Wednesday to head the U.S. Justice Department's investigation into whether anyone on Trump's campaign colluded with Russian operatives who sought to interfere with the 2016 presidential election.

The appointment won Rosenstein wide praise from Republicans and Democrats.

"As I have stated many times, a thorough investigation will confirm what we already know - there was no collusion between my campaign and any foreign entity", Trump said in a statement released by the White House.

"You're pretty well knocked out of the game", he said about the ongoing high-profile congressional probes, "and that's probably the way it should be". "Not completely, but pretty much", Graham said. And House and Senate investigators had invited Comey back to Congress to explain what happened - although Utah Rep. Jason Chaffetz declared on Twitter that he had trouble finding Comey to invite him to testify to the oversight committee he chairs. "As for Mr. Comey, the former director of the Federal Bureau of Investigation coming before the committee - if I were Mr. Mueller, I would jealously guard the witness pool". "In the meantime, I will never stop fighting for the people and the issues that matter most to the future of our country".

The President's adoption of the role of a victim has been a potent political weapon before and he has frequently used it to position himself against the Washington establishment, including the media which he uses as a foil in the absence of an easily identifiable political enemy, like Hillary Clinton.
