China says hopes new South Korean government will correct problems

The 4th U.S. Circuit Court of Appeals on Thursday upheld a lower court that blocks President Donald Trump's administration from temporarily barring new visas for citizens

Wang expounded on China's position on the deployment of the U.S. Terminal High Altitude Area Defense (THAAD) missile defense system, urging the ROK to correctly deal with China's major and reasonable concern.

President Xi Jinping said China was open to efforts by South Korea's new president to improve relations strained over his predecessor's response to North Korea.

The United States, which has 28,500 troops in South Korea to guard against the North Korean threat, has called on China to do more to rein in its neighbour.

South Korea and the United States agreed during a visit to Seoul by Trump's national security advisers this week to formulate a "bold and pragmatic" joint approach, Cho added. China retaliated against the decision to allow the system by suspending Korean retail giant Lotte Mart's stores in its territory, banning package tours and imposing stricter rules for sales of Korean cosmetics products.

"We're willing to work with South Korea to preserve the hard-won results, properly handle disputes, put China-South Korea relations back onto a normal track and benefit both peoples on the basis of mutual understanding and mutual respect", Xi told special South Korean envoy Lee Hae-chan during a meeting Friday in Beijing.

In recent weeks Beijing and Seoul have signaled a desire to fix relations following the election of Moon, who has taken a friendlier stance toward China than his conservative predecessor.

Moon's envoy to Washington, South Korean media mogul Hong Seok-hyun, said Trump spoke of being willing to use engagement to ensure peace, Hong said in comments carried by television on Thursday.

"President Moon said he hopes I'd also pass on his gratitude to you for your message of congratulation and the telephone call after he was elected", Lee said before reporters were asked to leave the room.

Beijing has maintained its hard line, and in an editorial Thursday, the Communist Party newspaper Global Times said China's opposition "cannot be traded for the new government's friendly posture toward China".

"Stopping the deployment of THAAD is the bottom line of China", the newspaper said. "Seoul needs to make a choice between deploying THAAD and resuming Sino-South Korean relations".
