Labor Secretary Alexander Acosta released a memo Monday asking federal agencies to eliminate regulations that could create obstacles for apprenticeship programs but didn't include examples of rules that could impede such programs. The order creates a task force to recommend ways to promote apprenticeships and require all federal agencies to evaluate their training programs - one official said that was "43 separate work force programs that are spread across 13 agencies that total $16.7 billion a year" - and consider how to consolidate the programs.
"We have to join forces, join hands, and join together to restore the American Dream for all people", said Trump.
State leaders in Wisconsin have been touting apprenticeships recently, and earlier this week Trump, along with his daughter Ivanka, participated in a workforce roundtable at Waukesha County Technical College in Milwaukee.
Trump said President Barack Obama's health care law "had been broken and it's been a broken promise". The point here is to foster private-private partnerships between industry and educational institutions so that when students go to a community college, or when students are looking at apprenticeship programs in the building trades or in four-year institutions - when they leave, they have the skills necessary to enter the workforce.
President Trump signed an executive order from the White House Thursday promoting private apprenticeships as a way for individuals to learn skills that ultimately lead to full-time jobs.

The executive order is meant to improve industry flexibility and scale up the earn-as-you-learn job training program by allowing companies to tailor the guidelines to their own workforce needs.
The calls to boost apprenticeship come after the White House proposed slashing the DOL's budget by 20 percent.

NPR reports that now there are more than 6 million jobs open in the USA that could benefit from an apprenticeship, but only a mere 500,000 such apprenticeships now exist. The executive order addresses the nation's "skills gap" that have left millions of open jobs unfilled.
