Writing on Liberal Democrat Voice, Sir Vince said: "I believe I can as leader offer the energy, dedication and drive, as well as experience, to help - with you - to make our party a credible contender for power". "With the prospect of another election looming large, we must be ready for the fight".
"With the economy approaching the Brexit iceberg, Liberal Democrats need more than ever to warn of the dangers ahead and the need for a new course".
Despite the disappointment of the Liberal Democrats securing only 7.4% of the vote and 12 seats in this month's election, Sir Vince insisted that "the political winds are moving in our favour".
Cable lost his Twickenham seat in southwest London in the 2015 general election as the Liberal Democrats were reduced to a rump of just eight lawmakers in the 650-member lower house.
He also claimed that there is a space in British politics for the Lib Dems to take as the Conservatives are in disarray and Labour's policies lack economic credibility.
Cable served as deputy leader of the pro-EU party under Nick Clegg. Mr S. thinks all this marks a big change for the Lib Dems after former leader Ming Campbell was ousted from the post at the age of 66, reportedly for being too old.
Political experts see veteran Sir Vince as the obvious successor to Tim Farron.
He is the first member of the party to announce that he will run in the leadership election, according to Sky News.
