Sen. Warner introduces changes to the Affordable Care Act

Senate health bill's impact on psychiatric care generates mixed reviews

"Such policies include opening up non-compliant plans to new enrollees, bifurcating the risk pool, or allowing plans covered by different rules to compete in the same market". Reporters on the Hill have taken to calling the carve-out to help Alaskans the "Polar Payoff", the "Kodiak Kickback", and even the "Juno Jackpot" - a special gift to the state, inserted by Senate Majority Leader Mitch McConnell to win Murkowski's vote. That means just one more GOP senator coming out against the motion to proceed would stop the bill, as written, in its tracks. The insurer could offer cheaper and bare-bones policies through Cruz perspective as it will allow them to do so, it would also weaken patient protections and send their health care costs including those with pre-existing conditions and sky-rocketing. And it eliminates Obamacare's requirement that commercial insurance policies cover essential benefits, like maternity care.

The Cruz amendment "is simply unworkable in any form and would undermine protections for those with pre-existing medical conditions, increase premiums and lead to widespread terminations of coverage for people now enrolled in the individual market", wrote the CEOs of America's Health Insurance Plans and the BlueCross BlueShield Association.

This version keeps two Obamacare-era taxes on the wealthy.

That said, the ACA is not a ideal bill, but it has provisions in it that help our county and country excel by providing Medicaid expansion, insuring more people, and creating a safety net for the sick that was unavailable to residents in previous years.

Sen. Susan Collins of Maine: "Still deep cuts to Medicaid in Senate bill". And funds for ObamaCare's expansion of Medicaid will still end in 2024.

It is particularly galling to cut Medicaid selectively. "With people's lives on the line, we urge the Senate to stop this madness and reject this harmful piece of legislation". Changes in utilization and health among low-income adults after Medicaid expansion or expanded private insurance. Medicaid accounts for half or more of the 20 million Americans gaining coverage as a result of the Affordable Care Act. It also includes $45 billion for fighting the opioid addiction epidemic hitting large parts of the nation.

The bill now in play in the Senate is a second attempt to deliver on the party's promise to repeal Barack Obama's healthcare law, which they have been pledging to do since its 2010 enactment.

McConnell, R-Ky., refashioned the legislation to attract GOP votes, two weeks after retreating on an initial version that would have died for lack of Republican support.

But 10 Republican senators had voiced opposition to the previous version of the bill, and McConnell faced a hard task in coming up with a plan that could unite party moderates and hard-line conservatives. Republican Senators Lindsey Graham and Bill Cassidy floated an alternative plan.

Here's what Oregon's senators and representatives said about the legislation.

Healthcare is Trump's first major legislative initiative, and failure would call into question his party's ability to govern despite controlling both chambers of Congress and the White House.

By most measures, Republicans face a almost impossible task of finding enough votes to pass their long-promised repeal of the Affordable Care Act through a Senate that seems irreconcilably divided. Time and again House Republicans pulled a legislative face-plant and relied on McConnell to clean up their mess. However, that would leave all the sick people in the Obamacare plans, likely causing their premiums to skyrocket. The nonpartisan Congressional Budget Office has said that the Senate bill, drafted by Republicans as a replacement for the Affordable Care Act, would reduce overall Medicaid spending by 26 percent by 2026 and by 35 percent the following decade.

While ending a fine on people who decline to obtain insurance, the Senate bill would force people who let their coverage lapse to wait six months before coverage could resume. And it would change Medicaid from an open-ended program that pays for all the care beneficiaries need, to one that offers states a set amount of money each year based on the number of people who qualify for Medicaid in that state.
