UN Security Council approves new sanctions against North Korea
Though Beijing repeated its call for the United States and North Korea to resume talks, the US said that was still premature, and rejected yet again a Chinese call for the U.S.to freeze joint military exercises with South Korea in exchange for the North halting nuclear development. Repeating a threat made a number of times since the recent intercontinental ballistic missiles (ICBM) tests, Ri said that all of the USA was now within striking range of Pyongyang's missiles. The North Korean delegation appeared to adopt a more passive approach than in past years.
Last week, Mr Tillerson said North Korea needed to cease both its missile launches and nuclear weapons tests for talks to begin. He wouldn't give a concrete timeframe but said that the USA would "know it when we see it". Trump had been stressing how China could play a large role in containing North Korea. He's not specifying what those are.
It said its intercontinental ballistic missile tests in July proved that the entire United States was in its firing range, and those missiles were a legitimate means of self-defense.
Apart from the 10 ASEAN members, North Korea is one of 17 other countries including China, South Korea and the United States that participate at ARF meetings.
The two leaders also welcomed the U.N. Security Council resolution that unanimously passed 15-0.

In characteristically understated fashion, U.S. Secretary of State Rex Tillerson said of the United Nations action, "It was a good outcome".
Indeed, North Korea reportedly requested bilateral talks with several countries during the forum, but Foreign Minister Ri Yong-ho was met only by the foreign minister of chair country the Philippines after the ASEAN member countries made a decision to avoid individual contact.
Ri was spotted at the gala smiling and toasting with the other foreign ministers.
The Security Council has already imposed six rounds of sanctions that have failed to halt North Korea's drive to improve its ballistic missile and nuclear weapons capabilities.

China is the North's economic lifeline. Trump's administration began floating potential plans to punish China for its trade practices in what was widely perceived as a reaction to China's inaction on North Korea. Nikki Haley, the USA ambassador to the United Nations, called the sanctions the most stringent on any country "in a generation".

"What we have to do is everything we can to pressure this regime, to pressure Kim Jong-un and those around him such that they conclude, it is in their interest to denuclearize", he said.
