The North then came out with a threat to lob four intermediate-range "Hwasong-12" missiles near Guam, a tiny USA territory some 2,000 miles (3,200 kilometres) from the North's capital, Pyongyang.

"The United States military is always locked and loaded", he said.

CIA Director Mike Pompeo said on Sunday that President Trump would consider it "unacceptable" for North Korea to possess a nuclear-armed ballistic missile capable of striking the United States - a development believed to be soon within Pyongyang's reach.

"President Trump inherited a mess", Graham said.
