A Democratic congressman took to the House floor Wednesday to unveil articles of impeachment against President Donald Trump, but ultimately allowed the measure to be shelved indefinitely in order to avoid forcing his Democratic colleagues to take a potentially hard vote.

The Texas congressman's maneuver is expected to force a vote either Thursday or Friday, putting fellow Democrats in an awkward spot. "I rise today to speak on behalf of the many persons who believe that Article 2, Section 4 of the Constitution of the United States of America has meaning and that it is something that is appropriate for a time such as this". He argued that Trump's "relationship with Vladimir Putin and Russian Federation", allegations that Trump is seeking to "promote his own business interests" as president, and his "seeming determination to go to war" as grounds for impeachment.

Green introduced the articles of impeachment as a privileged motion, which normally would have compelled the House to vote on the resolution within two legislative days.

White House Press Secretary Sarah Sanders called the effort "pathetic" in a tweet Wednesday. They cite Trump statements and actions affecting Muslims, transgender people, Puerto Rican storm victims, the Ku Klux Klan and others, saying they evidence "a demonstrable record of inciting white supremacy, sexism, bigotry, hatred, xenophobia, race-baiting, and racism".

That section declares that a US president 'shall be removed from Office on Impeachment for, and conviction of, Treason, Bribery, or other High Crimes and Misdemeanors'.

Given that the House, like the Senate, is Republican-controlled, the articles were always likely to be tabled, but then, in a self-defeating move, Green failed to show up when the presiding officer began the process of consideration. His popularity is even waning among rural Americans, who have always been his most ardent supporters.

New York Rep. Jerrold Nadler, a Democrat on the House Judiciary Committee, told The Hill in response to Green's threat: "We're not there yet", despite Trump having done "really awful things".

As we've noted before, impeachment requires a majority vote and with the Republicans in control of both the House and Senate it will take a lot more than everything that has happened so far to get the House interested in impeaching Trump.

A vote in favor of impeachment could make Democrats look like they're overreaching and reflexively obstructionist, while a vote against could inflame the restive left flank of the party.
