The letter from Assistant Attorney General Stephen Boyd comes one day before Sessions is to appear before the House Judiciary Committee for a Justice Department oversight hearing.
Sessions had previously testified to Congress he was unaware of communications between the campaign and Russian officials. "We are providing you notice in advance because we expect you to respond".
Sessions told the House Judiciary Committee that he now recalls a meeting previous year with then-candidate Trump where a campaign adviser said he had connections with Moscow and could help arrange a Trump meeting with Russian President Vladimir Putin. The wire transfer, which came from a Kremlin-backed Russian bank, landed in one of the embassy's Citibank accounts and contained a remarkable memo line: "to finance election campaign of 2016".
Attorney General Jeff Sessions' memory seemed to lapse repeatedly when asked by lawmakers to recall details about a March 2016 meeting, where Trump campaign aide George Papadopoulos reportedly proposed a meeting between then-candidate Donald Trump and Vladimir Putin.
Those claims have been denied by Clinton, who called them "baloney" and said there has been "no credible evidence [presented] by anyone". If so, the Clintons could be investigated through normal Justice Department channels, although ironically that might be more dubious politically for Trump and Sessions than a special counsel would be.
After that meeting, Sessions said, he did not have "any further knowledge" of additional contacts between the campaign and Russian officials.
At a House Judiciary hearing Tuesday, Sessions stressed the "factual basis" that must be met to warrant a special counsel, as Rep. Jim Jordan (R-OH) grilled him on what Jordan said "looks like" the Federal Bureau of Investigation working with Democrats to push the Trump-Russia dossier.
Goodlatte took particular aim at former FBI Director James Comey, asking for a second special counsel to evaluate the leaks he directed about his conversations with President Donald Trump, among other things.
Majority Republicans demanded that Sessions appoint a second special counsel to investigate a series of issues involving Trump's election rival, Democrat Hillary Clinton, including the sale of a uranium company to Russian Federation while she was USA secretary of state. The members who signed on requested the "appointment of a Special Counsel to investigate various matters, including the sale of Uranium One, alleged unlawful dealing related to the Clinton Foundation and other matters", the New York Timesreports.
Those prosecutors would then make recommendations "as to whether any matters not now under investigation should be opened, whether any matters now under investigation require further resources, or whether any matters merit the appointment of a Special Counsel", the letter said.
Several Republican lawmakers also pressed Sessions on the issue of a controversial uranium deal about seven years ago, which involved the sale of US uranium mining rights to a Russian state-owned company.
Mr. Trump is frustrated with the continuing investigations into Russia's election meddling and possible ties to his campaign.
