Seeking to provide more protection to Android users, Google is preventing apps from collecting unnecessary data that isn't required for the app to work. Hopefully Google follows through and actually pulls offending apps from the Play Store.
The first application launched by Google for its next billion users is called Datally, and it is available today in Spanish for Android devices. It's able to see how much data your phone is using to stay connected, and alert you to apps that consume more than the amount with which you're comfortable, granting you the ability to cut their access off with a single tap.
"That's why we built Datally, an app that helps you to control, save more and do more with your data", Caesar Sengupta, Vice President, Next Billion Users, Google, said in a blog post.

The app also has a Data Saver bubble feature that blocks data use from background apps, except for the active ones. It will also be recommending ways in cutting down the data usage that's based on your usage activity and will suggest you nearby connections on Wi-Fi for your phone to be connected. Google has finally listened to our pleading, and lock screen ads are no longer allowed in the Play Store. Once you're done, don't forget to rate the network quality to help other users.
