A damaged damaged building is seen after an earthquake hit Hualien Taiwan
A Filipina caretaker is reported missing by police on Wednesday, February 7, after a 6.4-magnitude quake hit the east coast of Taiwan, Manila Economic and Cultural Office (MECO) Chair Lito Banayo said in an interview with ANC's Dateline.
The U.S. Geological Survey said the quake struck just before midnight Tuesday about 21 kilometers (13 miles) northeast of Hualien at a relatively shallow depth of about 10.6 kilometers (6.6 miles).
Netizens from the two southern Chinese provinces took to the internet to share their thoughts, with one web user writing, "A 6.5 quake hits Hualien, Taiwan".
On Thursday, officials put the toll at nine dead, ranging in age from 37 to 66, and at least 63 others missing.
The lower floors of the 12-storey tower - which also housed a hotel - pancaked, leaving the structure leaning at a fifty-degree angle and sparking fears of an imminent collapse.
"We discovered the body of a Chinese woman at the hotel in Yun Tsui (building) earlier this morning and located another person who's a hotel staffer", he said.
The fund is to be allocated to the Hualien County Government to assist those affected by the quake and respond to the emergency needs of residents, Lai said.
The government said 17 foreigners sought medical treatment for minor injuries.
Two employees of the hotel were killed in the disaster, CNA said.
With aftershocks continuing through the night, residents were being directed to shelters, including a newly built baseball stadium, where beds and hot food were provided.
Tenants and their furniture were flung across their apartments in the damaged building.
The government would subsidize people who need to relocate in accordance with due procedure, he said. Hualien is close to Taroko National Park, where the famous Taroko Gorge cuts down through the mountains to the sea. Taiwan's Central News Agency posted photos showing a road fractured in several parts.
Hualien is home to about 100,000 people.

Five people involved in the construction of the complex were later found guilty of negligence and given prison sentences.
