A senior White House official said Pence was not trying to avoid the delegation from North Korea but rather ignore them, according to the AP.

The protestors also directed their ire toward South Korean president Moon Jae-in, who has taken a softer stance toward North Korea than previous leaders. "Even for a moment, it appears to be a normal state".
