The domestic plane was being operated by Saratov airlines, and had 65 passengers on board - including three children - along with six crew members.

Mr Putin's press secretary Dmitry Peskov said: "The president has instructed the government to set up a special commission over the plane crash in the Moscow region".

State television aired a video of the crash site, showing parts of the wreckage in the snow.

The 7-year-old Anotov An-148 plane went down just 5 minutes after takeoff, according to the flight tracking service Flightradar24.

Investigators said debris and human remains were spread across 1 kilometer at the crash site, Reuters news agency reports.

"We were grieved to learn about the crash", the statement said.

The plane was headed to the Russian city of Orsk, near the border with Kazakhstan.

Russian Federation has suffered numerous plane crashes, with airlines often operating ageing aircraft in unsafe flying conditions.

In March 2016, a Boeing 737-800 flown by FlyDubai crashed while landing at Rostov-on-Don, killing all 62 people aboard.
