"I want to assure all Texans, and especially those in Austin, that local, state and federal law enforcement officials are working diligently to find those responsible for these heinous crimes", he said.
The latest explosions happened during the South by Southwest music, film and technology festival, which brings about 400,000 visitors to Austin each year.
"We will not tolerate this in Austin", Manley told reporters, hours after Monday's explosion. He later said if this happens, stand as clear as possible until police arrive.

The twin bombings followed an initial blast on March 2, when a 39-year-old man was killed - also after opening a parcel bomb. He said neither the Postal Service nor private carriers such as UPS or FedEx have any record of delivering the package to the home where Monday's explosion occurred.
Festival organizers did not immediately say whether they would be taking extra precautions, but the police chief urged attendees to "be aware of what's going on".

During a press conference this afternoon, Police Chief Brian Manley confirmed that APD believes the incidents are related and is asking residents to be hypervigilant of unexpected and/or unmarked packages. The package, which was not delivered by any mail services, reportedly exploded in the kitchen.
After talking with Manley, McManus said the FBI, ATF and Austin PD believe all the explosions are connected with each other but do not know why they are being sent to the homes.
