Prosecutor says suspected abuse of children constitutes torture

Detectives arrested the father, 29-year-old Jonathan Allen of Fairfield, and charged him for nine counts of felony torture and six counts of felony child abuse, police said.

A California woman whose 10 children were removed from a home described as filthy by authorities denied that she or her husband had abused or neglected the kids, telling reporters on Monday that the children all slept in one bedroom together because they wanted to. Authorities report that the children have described incidents of "intentional abuse".
But when police found the boy sleeping under a bush at a neighbor's house, they said, they discovered he had fled something far worse: He and nine siblings, ranging in age from 4 months to 12 years, were suffering child abuse beyond imagination, with puncture wounds, burns, bruising and other injuries inflicted "for sadistic purposes".
Ten children have been removed from their home in northern California, where police say they were tortured and living in "horrible" conditions.
Police added that officers found spoiled food on the floor and animal and human feces at the house.
The police took the children into protective custody. Rogers was released after posting $10,000 bail April 9.
The children's mother, Ina Rogers, a 30-year-old Fairfield resident, was arrested and booked into Solano County Jail for charges of child neglect, police said. Rogers, who was arrested for neglect last month, says the home only looked messy because she tore it apart searching for her son. "So I ripped up my whole house. tore everything out of the closet, lifted up the beds".
The parents would wave when leaving the driveway, but he never saw the children in the yard or heard them playing in the backyard pool.

The investigation began March 31 when police in Fairfield, 46 miles northeast of San Francisco, responded to the missing juvenile report. Police said an investigation revealed a long, continuous history of severe physical and emotional abuse, WDTN reported.
Allen is being held on a bail of $5.2 million.
David and Louise Turpin previously pleaded not guilty to torture, child abuse and other charges in a case that has drawn worldwide attention since the couple's 17-year-old daughter escaped the family's Perris, California, home in January.
She said she first got pregnant when she was 16 and that she has 11 biological children.
Rogers gave journalists a tour of the house, a four-bedroom home with scuffed walls and animal feces in the bathroom.
Rogers denied the allegations to reporters outside her home.
