U.S. ready to offer security assurances to DPRK: Pompeo

United Nations Secretary-General António Guterres has welcomed the commitment by the Democratic People's Republic of Korea to dismantle its nuclear test site at Punggye-ri as an important "confidence-building measure" that that will support efforts towards sustainable peace and verifiable denuclearization of the Korean Peninsula.

The dismantling of the mountainous complex, which has been the site of all six nuclear tests conducted by North Korea since 2006, is part of its promise to stop nuclear and intercontinental ballistic missile tests ahead of the first-ever U.S. Trump wrote in a tweet Saturday evening.

The head of the UN's World Food Programme said on Saturday it appeared North Korea was "turning a new page in history", following a four-day visit to the country.

"I would imagine that the plan is to sanitize the site to remove any sensitive information about the state of North Korea's nuclear weapons development, then invite in the journalists and experts to confirm that, yes, the site is now a ghost-town", Jeffrey Lewis and David Schmerler, both arms control experts, wrote in a separate blog post analysis satellite imagery.

North Korea is set to hold a ceremony for dismantling the nuclear test site in Punggye-ri between May 23 and 25, depending on weather conditions, ahead of the June 12 meeting in Singapore between U.S President Donald Trump and North Korean leader Kim Jong Un.

North Korean state media reported over the weekend that the country had scheduled the dismantlement of its nuclear bomb site for later in May.

Kim expects large-scale economic assistance in return for denuclearization and is strongly dissatisfied with the US stance that it will not provide any form of economic assistance until North Korea achieves complete denuclearization. "They need enormous amounts of electricity in North Korea, to work with them to develop infrastructure".

South Korea has said Kim has shown an interest in dealing away his nuclear weapons in return for economic benefits. If we set aside the never-very-plausible idea that the Kims are madmen intent on prepping some secular apocalyptic nuclear confrontation with the USA, a more prosaic, rational strategy becomes clear: build a credible nuclear deterrent, thus making military-backed regime change unthinkable. "It means getting rid of the uranium enrichment and plutonium processing capabilities". The plane arrived from Alaska, where it had stopped Wednesday after leaving North Korea.

The pictures, taken on 7 May, are "the first definitive evidence that dismantlement of the test site was already well underway", according to a blog post by 38 North, a website run by former U.S. diplomats.

Commercial satellite imagery shows North Korea has begun dismantling its nuclear test site, according to an analysis from a prominent global monitor.

Still, the closure of the underground testing site could be a useful precedent for Washington and Seoul as they proceed with the nuclear negotiations with Pyongyang, analysts say.
