Pruitt aides reveal new details of his controversial spending and management at EPA

A mother holding a toddler in her arms confronted Scott Pruitt, the Environmental Protection Agency administrator, on Monday as he was dining out in a restaurant in Washington, D.C. - and asked him to resign "before your scandals push you out".

Pruitt will be replaced by acting administrator Andrew Wheeler. Pruitt has been the subject of continued ethics scandals over a number of months but the president had previously stood by a man who had overseen his administration's rolling back of Obama-era environmental regulations.

Mr Trump confirmed Mr Pruitt's resignation on Twitter, saying he had done "an outstanding job".

Trump on Thursday said he has confidence that Wheeler "will continue on with our great and lasting EPA agenda". "We have made tremendous progress and the future of the EPA is very bright", Trump wrote.

Mr Pruitt has become the focus of multiple investigations in recent months, including by his own agency's inspector general, two other independent federal agencies and by Congress itself. The former Oklahoma attorney general, who sued the agency more than a dozen times before running it, had been expected to return to electoral politics and run for governor, senator or possibly president. He also had a $43,000 phone booth installed in his office.

Wheeler was registered to lobby for Murray Energy. the nation's biggest coal mining company until August 2017, Senate records show.

Despite the laundry list of ethics complaints putting him on thin ice, Pruitt was invited to and appeared at the White House on Wednesday for Trump's Independence Day celebration, where he and other cabinet members received a shout-out from the president.

Chris Horner, a senior fellow at the Competitive Enterprise Institute who has known Wheeler for years, told Breitbart News that he is up to the job, especially given his past work at the EPA.

He's been accused of misspending taxpayer money in various ways - on travel, security details, pay raises for staff and office extravagances - and of being cozy with the energy executives he's charged with regulating.

"He'll just be quietly working to implement the regulatory reforms that Pruitt started", said Holmstead.

Pruitt is the latest Trump administration official to be bothered while dining out.

In a statement, Friends of the Earth argued that fossil fuel industry insiders like Wheeler "have no business leading the EPA" and vowed to hold him accountable "for his efforts to harm our public health and environment" during his time as acting EPA chief. Health and Human Services Secretary Tom Price was sacked previous year after it was disclosed he took costly charter flights instead of commercial planes. "The environment doesn't need deregulation, we need more regulations to protect the environment. this should not be a partisan issue", she said.
