In his tweet this afternoon, the president said, I have no doubt that Andy Wheeler will continue on with our great and lasting EPA agenda.

"With Scott Pruitt in charge, we can finally unravel the mess of the EPA, and begin developing and implementing thoughtful policies that will make measurable improvements to our natural resources and unleash an energy revolution that will bring jobs and higher wages to Americans".

And environmentalists have seized on Wheeler's record as a former energy lobbyist and coal lover to herald the acting administrator as the environment's biggest enemy.

Wheeler went on to stress that the EPA under his tenure would act only under the terms of its congressional directive, and would not seek to expand its boundaries as he says the agency did under the Obama administration.

He also oversaw large raises to favorite aides, reportedly against the express wishes of the White House.
