Officer resigns after dispute over Puerto Rican shirt
Irizarry, who is Puerto Rican and was celebrating her birthday, was wearing a shirt with the Puerto Rican flag when a white man began harassing her.
"After a review of the case, we approved felony hate crimes charges", said Robert Foley, spokesman for the Cook County State's Attorney's Office, as reported by the Tribune.
