US, Canada still have work to do on NAFTA | TheHill

Gold catches late NY bid on NAFTA headlines, but . . .

Canada's envoy - Foreign Affairs Minister Chrystia Freeland - left a meeting with U.S. Trade Rep. Robert Lighthizer Tuesday night.

"It is very important to inform" Prime Minister Justin Trudeau in person about the latest developments, she added. Freeland is scheduled to attend the Liberals' caucus retreat Wednesday in Saskatoon and it's unclear whether she will return to the USA capital late in the week.

U.S. President Donald Trump, who says he is prepared to tear up NAFTA, has struck a trade deal with Mexico and threatened to push ahead without Canada. He said Canada and the United States spent a lot of time last week reconciling what the USA and Mexico had already agreed upon.

"We've taken those hits for team Canada, and we are determined that there be no further concessions on dairy", said David Wiens, vice president of the Dairy Farmers of Canada.

USA officials have said time is running out to agree on a text that can be signed by American, Canadian and Mexican leaders by November 30, before the current Mexican government leaves office.

Welles Orr, who was assistant USA trade representative for congressional affairs in the George H.W. Bush administration, said the prospects appear good for a deal with Canada in coming weeks, although a new NAFTA or its replacement would likely not get through Congress until next year at the soonest.

"We agreed that it would be useful to continue talking today, so we're back for more negotiations", Freeland told reporters as she entered USTR offices in Washington.

Speaking on C-SPAN, Perdue said USA farmers don't have the same access to Canada that Canada has to the US, specifically referring the Class 7 dairy products in Canada.

Daniel Ujczo, a US trade lawyer who has worked for both the Canadian and the USA governments, rejects the notion that Canada and the United States are at a stalemate.

"I think this is a complicated time for employees".

The U.S. has said it plans to present Congress with the deal it has with Mexico if Canada doesn't get on board. Trump wanted changes that would destroy family farms across Canada, he said.

"Maybe that helps us all put into perspective the negotiations that we're having - and also put into a little bit of historical perspective the importance and the significance of the relationship between Canada and the United States", she said of the anniversary.

Craft, a fixture at the NAFTA talks last week, was in Gander, N.L., to commemorate the role that town played on the day 17 years ago when the United States shut down its airspace, forcing countless passenger airliners to find refuge wherever they could.

"There's an opportunity to update NAFTA and we're happy to do it, but as I've said it has to be the right deal, it has to be a good deal", he said.

"The U.S. knows what Canada's tough issues are, so they're going to hold those to the end, and squeeze out concessions on every other issue they can", said Ujczo, who is regularly briefed on the talks.
