Florence's nighttime winds were down to 110 miles per hour (175 kph) from a high of 140 miles per hour (225 kph), and the Category 3 storm fell to a Category 2, with a further slow weakening expected as the storm nears the coast.
Faced with new forecasts that showed a more southerly threat, Georgia's governor joined his counterparts in Virginia and North and SC in declaring a state of emergency, and some residents who had thought they were safely out of range boarded up their homes.

Tropical storm Florence lumbered inland on Saturday, knocking down trees, flooding rivers, and dumping sheets of rain in the Carolinas where five people have died.
Up to 10 million people lie in the path of the storm, which still poses a risk to life and property, although it has been downgraded to a Category 2 hurricane. The center of the storm will likely land between Brownsville and Rockport.
"This storm is going to be a direct hit", he added.
Most of the area will likely endure winds near or just below Tropical Storm force Friday. Florence is now heading for ocean water with surface temperatures of around 85 degrees, meaning it will likely strengthen on its way to the East Coast.
People in areas vulnerable to a unsafe hurricane have left or are fleeing ahead of the storm's expected Friday or Saturday landfall.
Florence is expected to make landfall late Thursday or early Friday (Sept. 13 or 14), likely as a Category 3 hurricane, meaning it will have winds blowing at a minimum of 111 miles per hour (178 km/h), Samson said.
