Pompeo's announcement follows a ruling by the International Court of Justice (ICJ), the United Nations' top court, on Wednesday ordering the United States to lift sanctions on humanitarian goods to Iran.

Critics of the move immediately spoke out and warned of potentially dire consequences.

It said the exceptions mentioned by Pompeo "are not adequate to address fully the humanitarian and safety concerns" raised by Iran. "Pompeo walking out of it signals that he wants to make sure that disputes with Iran are NOT resolved peacefully".

Pompeo said the United States would work to ensure it is providing humanitarian assistance to the Iranian people and accused Iran of squandering money it could use on its own people.

Iran says the USA sanctions, which have prompted many foreign companies to stop doing business with it and are undermining its already weak economy, violate the terms of the 1955 treaty.

"The drums of war are beating", journalist Aaron Rupar warned on Twitter.

Pompeo said Iran has been ignoring the treaty for "an awfully long time", and Washington "ought to have pulled out of it decades ago".

Pompeo called the ICJ's decision a "defeat" for Iran, but said the United Nations court had overstepped its legal boundaries. Though U.S. military officials have said protesters in the city unhappy over shortages may have been responsible, Pompeo said Iran was behind both the Basra incident and a mortar attack near the U.S. Embassy in Baghdad in early September.

The U.S. ambassador to the Netherlands, Peter Hoekstra, said it was "a meritless case over which the court has no jurisdiction".

The court's decision is binding, but it has no power to enforce it.

"This really has less to do with Iran and the Palestinians than with the continued consistent policy of the United States to reject the jurisdiction of the International Court of Justice, which we believe is politicized and ineffective", Bolton said.

"If Iran upheld half of the things that the previous governments prior to the revolution agreed to with the US/international community, the country would be much better off than it is today", Taleblu said. "Imperative for int'l community to collectively counter malign USA unilateralism", Mohammad Javad Zarif tweeted.

"Iran is a rogue regime, it has been a threat throughout the Middle East", Bolton told reporters Wednesday at the White House.

It has an uneasy relationship with the International Court of Justice and never joined the International Criminal Court. A new series of sanctions is due to go into effect November 4 aimed at sharply curtailing Iranian oil exports.

Ahead of the economic penalties, the six parties remaining in the Joint Comprehensive Plan of Action - Britain, France, Germany, Russia, China and Iran - announced the creation of a "Special Purpose Vehicle", which is meant to facilitate financial transactions with Iran allowed under the nuclear pact.
