The election results mean Democrats will resume House control in January for the first time since the 2010 election, beginning a split-power arrangement with the Republican-led Senate that may force Trump to scale back his legislative ambitions and focus on issues with bipartisan support, such as an infrastructure improvement package or protections against prescription drug price increases.
The results of the midterms - so called because they are held at the midway point within a president's 4-year term - are also widely viewed as a symbolic referendum on the commander-in-chief's performance.
Liz Mair, GOP strategist, said: "Tomorrow is probably going to be pretty unpleasant for Republicans.It's going to be tough for them to win the House".
Early in the evening, White House Press Secretary Sarah Sanders touted Trump's efforts during the campaign.
That was a risky strategy with a potentially huge reward: had Republicans held on to both chambers of Congress, Trump would have been able to tout another major upset victory.

With a House majority, Democrats will have the power to investigate Trump's tax returns and possible conflicts of interest, and challenge his overtures to Saudi Arabia, Russia and North Korea.
Republicans had expected the Republican tax plan would be the cornerstone of their election agenda this year, but it became a potential liability in key states along the East and West coasts where residents could face higher tax bills because of limits on property and sales tax deductions.
A takeover of the House also enables Democrats to try making good on their repeated threats to impeach both Trump and Kavanaugh. Democratic incumbents also prevailed in Ohio, Pennsylvania, Michigan and Wisconsin, Midwestern states that Trump carried narrowly two years ago.
Trump wasn't the only one who put his reputation on the ballot.
IN voters have a positive view of the nation's economic outlook - seven in 10 said the nation's economy is good while about 3 in 10 said it isn't.
Actually passing many bills, however, will be hard because the GOP will fall well short of the 60 votes needed to break through Democratic filibusters, procedural delays that kill legislation. Trump's 53% approval in IN underperforms his more than 57% support there in 2016.
