The driver, 30-year-old Hassan Khalif Shire Ali, then went on a rampage, stabbing three people, before he was shot dead by police. The video also shows another individual, dubbed "trolley man", quickly barging in with a trolley directly hitting the attacker and stalling him to buy the police some time.

Chief Commissioner Graham Ashton said on Saturday the Somalian-born Khalif, also known as Hassan Shire, was the brother of a man arrested by police late past year in relation to committing acts in preparation for a terrorist attack.

Australian police said one person died at the scene and another two others were being treated for their injuries.

Witness footage showed police struggling for at least a minute to corral the towering man as he lunged, slashed and stabbed wildly at two officers.

Police said the man had punched a police officer in the face through his auto window when he first arrived at the scene.

Police initially responded to a report of a auto on fire near the corner of Swanston Street about 4:20 pm (local time), Victoria Police said in a statement.

Police arrived on the scene and were informed by eyewitnesses of what had happened.

"Joint Counter Terrorism Team investigators are executing search warrants at two addresses in Werribee and Meadows Heights this morning" Victoria police said in a statement.

"There was a guy stabbed and there was a vehicle explosion in Bourke Street", he said.

Police later said the two wounded men were aged 26 and 58.

Witnesses have described hearing a loud bang during the incident. They said they heard screams and cries from the crowd before they were rushed from the area.

In 2017, another deadly incident occured on the same street after James Gargasoulas drove his auto into pedestrians, killing six.
