The administration has sanctioned 17 Saudis expected to involved, but lawmakers are demanding much more serious consequences.

Arrest warrants have been issued for two men close to Saudi Crown Prince Mohammed bin Salman over the killing of journalist Jamal Khashoggi.

The Tennessee Republican said that with the schedule changes necessitated by the funeral of President George H.W. Bush, floor debate would most likely come up on Monday, Dec. 10.

Three different measures are making their way through the Senate: a war powers resolution ending any USA involvement in the Yemen conflict; legislation imposing a broad clampdown on Saudi Arabia, including ending arms sales and levying new sanctions; and a non-binding resolution targeting the crown prince. The story gained national attention both for the alleged brutality of the killing, the apparent cover-up and President Donald Trump's reaction to the entire scandal. "There's no way in the world those individuals came out and lied because they didn't".

Amid criticism from Ankara over Saudi Arabia's lack of cooperation with the Turkish investigation, the official said Riyadh could "address those concerns" over its commitment to probing the murder by extraditing all the suspects to Turkey. He's also argued its unknowable whether Khashoggi was involved.

While Turkish and American intelligence reports indicate that MbS was in on the murder, Trump has attempted to vindicate the prince on the grounds that punishing him would hurt United States political and financial interests and in the region and above all, hurt Israel.

The resolution is largely symbolic, but it registers the Senate's unrest with the killing and the Trump administration's response.

"There's not a smoking gun, there's a smoking saw", said Graham, referring to reports that the Saudi team had included a forensic expert who arrived in Istanbul with equipment to dismember Khashoggi's body. "I would really question someone's judgment if they couldn't figure this out".
