Trump Reportedly Trying to End Shutdown Without Looking Weak

That shutdown exemption would break from past practice and could be challenged. But GOP leaders believe they can avoid more defections to prevent Pelosi from gaining a veto-proof majority.
More should be revealed about Trump's eventual endgame for the shutdown tomorrow. Federal workers still on the job apparently will miss this week's paychecks. "But all the signs here indicate that is not what Donald Trump has in mind, and the networks have a decision to make", she said.
