Trump's wall has transcended typical Washington bickering over policy goals to become a political battle over the central ideologies of both parties.
Senate Majority Leader Mitch McConnell (R-Ky.) failed in his first significant legislative test of 2019, on January 8, coming up three votes short of the 60 needed to take up debate on Middle East policy proposals instead of Democratic bills to end the government shutdown. In his remarks, McConnell rattled off a list of prominent Democrats, including Hillary Clinton, Barack Obama, Joe Biden, and Senate Minority Leader Chuck Schumer who he said had previously backed border security legislation "with enthusiasm" in 2006. Democrats have called a wall costly, ineffective and immoral. The speeches were part of an aggressive public relations campaign to win public support in the standoff over the 18-day partial government shutdown.
"These four appropriations bills, which I will bring to the floor next week and the House will pass, will leave [Senate Majority] Leader [Mitch;] McConnell and Senate Republicans with no excuse to avoid taking action to end the Trump shutdown of the agencies they cover", House Majority Leader Steny H. Hoyer of Maryland said in a statement.
McConnell spoke on the Senate floor hours before Trump was to address the nation from the Oval Office about his long-promised border wall, which has been the key sticking point in negotiations that have gone on for close to three weeks.
But some Republicans said the vote smacked of anti-Semitism. He wants an agreement on border wall funding before agreeing to open any part of the government that is now shuttered.

"We shouldn't be forcing these men and women to shoulder the burden of Democrats' unwillingness to work with GOP to solve the humanitarian and security crisis on our southern border", said Ohio Rep. Chris Van Hollen, D-Md. "Unfortunately, President Trump keeps rejecting the bipartisan House-passed bills".
Sen. Bernie Sanders, I-Vt., agreed that reopening the government is the main priority but added that the bill itself is an affront to the First Amendment. "We really have to make the case in that window of time".
